Sorry, I cannot answer any of your questions. We did not rent one, just walked the beach. Also, we came from Oceanside (but we are from Michigan), to there for a day trip.

The parking lot at La Jolla Shores beach is large with rest rooms. According to Google Maps, it's a 6 minute (0.3 mile) walk from there to Scripps Pier. Parking at Scripps Pier is difficult. There's a very small lot, which is owned by UCSD. You can't park there Mon-Fri, but I think there's some pay-to-park option on the weekends. But the lot is small. I don't recall public restrooms at the pier. There's a breakfast/lunch restaurant at the pier which would have customer rest rooms. Enjoy!
